Phoebe is perfectly aware of the fact that people who don't know her very well tend to think that she's a bit weird. Maybe even a lot weird. She's sure that they give her funny looks behind her back, and mutter under their breath things that, if anybody said such things about them, they'd find offensive and rude.
Sure, she's unconventional. She can be spacy, and even a little flaky. It's who she is, though, the essence of Phoebe Buffay, and she's more than happy in her own skin.
Other people have her permission to think whatever they want. It doesn't make any difference to her; this is a free country, and they're entitled to their own opinions.
But, as long as the people she cares about accept her for who she is, quirks and all, then that's the only thing that matters. Everybody else's opinion can go to Hell.
